Fast Charge Ticking

Hi,
I am having an issue starting my bike.
Usuually when I turn the key I hear a few charge ticks and then I can start the engine.
Now I hear many fast ticks, the engine turns but does not start.
When I use the choke the bike will start but the charge ticks continue.
Do I have an issue with the starter or the charging system?

Please help.
